Talking Remote Desktop and File Transfer?

Hello everybody! I'm new to this forum, as I'm sure you can all tell considering this is my first post! I don't really know anything about servers, but I've ALWAYS been really interested.

Okay, As I promised in the title, there is a point. I'm a first year Computer Engineering major at Cal Poly and everything's going pretty well except for one thing. Our internet has bans on many different things. So I devised a plan that would help me not only to prevent from being banned, but also to help me keep all my files synchronized.

I want to set up my desktop to be kind of a database. So I can access all my files on my home desktop, from school. (and be able to back up all my files on my reliable desktop as opposed to my not so reliable lappy)

Then the next thing I wanted to do is to be able to access my desktop using remote access. So I can control everything on my desktop, while I'm not there.

My laptop is running Vista Home Premium, I dont think that matters too much. But my desktop is running XP Home Edition.

I have a no-ip account. but I dont really know what my next step would be, I'm guessing to make a sort of FTP on my desktop? and I have NO clue how I'd do the remote desktop.

HELP

Thank you in advance.
This is going to be so cool when it works.

Remote Desktop can be used. It is part of Windows.
There are other applications as well. VNC comes to mind.
The default RDP port is 3389 and is blocked on most networks.

Caveat
The reasons why a school's network is controlled is because of a) bandwidth, b) integrity and c) security. By circumventing network controls you are putting the network at risk as well as your own network privileges.

Since this post dealt with a Remote Desktop question I thought it made sense to post this Remote Desktop for Administration Best practices write up from the Microsoft website.
