Is there any way to create a global inbox rule (one that will run in every users inbox)? I've been looking at a SPAM filter that will modify the header of any detected spam before forwarding the email on to my Exchange server. I would like to create a rule in each inbox that would look for the modified header and dump the emails into a folder labeled SPAM. Is there any way to do this with out logging onto every single mailbox in my company?

Currently I'm running Exchange 5.5 but would be interested if there is a way to do it in Exchange 2000.
