exchange migration

we recently started doing migration testing for converting to exchange 5.5.
we are behind a firewall and the exchange server is also. on doing a fresh installation of exchange we immediately started receiving emails for user, but
nobody can send email at all regardless of what we do. what are we doing wrong?
