Is there some way to track connections to a server other
than randomly or regularly using Server Manager to do a
spot check?
I need this information to figure out how many CALs to
purchase for a file server that will be used by a limited
number of customers out of a much larger group.
I don't know how many people will be connecting to this
server at any one time other than to check with Server
Manager.

You can use performance monitor,
See which of the the following counters suits best for your needs:

- Redirector > connects windows NT
- Server > logon/sec
- Server > server sessions
