Does anyone know of a method for logging/recording when all system users log on and off of the network?

If you R rferring to Windows NT 4.0 domain, then:
1. Open user manager for domains,
At the policies menu, click audit,
check "audit these events, and check the "logon and logoff" success,
failure checkboxes (accordind to your policy).
you will then be able to see all logon and logoff activities for each
domain controller you will configure this option.
2. In order to Track Account Lockouts more efficiently, read and implement the
following article in Technet: this article requires you to install new
version of netlogon.dll on your PDC, the article states how can you get
this file.
