DNS Disappearing

In December 2000, I had to rebuild the server that had houses our DNS. I followed the instructions on restoring the DNS from Microsoft and ever since things have been flaky. It seams that the DNS, for a lack of a better term, disappears?! I try and hit the internet and it will have trouble finding any site at all but then I hit refresh a few times and the site will come up. Almost everyone in our company has experienced this and I was wondering if anyone else had?

This also seams to be effecting our Oracle system. When you ping the Oracle servers, the first response will return in 32000 MS, the second in 31000 MS, and the third will be 30000 MS. This is a major problem that we think is being caused by the DNS server but nothing is showing anywhere in our event logs or else where.

Any ideas at all would be helpfull!!!!!!!!!!!!!!!!!!
