Problem with User Profiles in Win2000

I need help with this situation:

One computer use 8 users, all users has a User profile in
"C:Documents and Settings" folder. And now I need Install
new application If I install this application under
user Administrator it works perfectly but only under
this user. When try run this application different users it
doesn't work I must install this application again for every
users on this computer :-(((

First I try this:
After finished installing I rename folder
"C:Documents and SettingsAdministrator" to foolder
"C:Documents and SettingsDefault User" and then delete
all other Users Profiles but THIS IS absolutly BAD solution
because we use at least 4 applications that saves their
configuration to profile (ntuser.dat) so all users lost
their configuration settings :-(((

Second:
I make one roaming profile for all users on this computer
but there was problems with conflict settings.

Third:
I don't know .......
Please if somebody know how can I resolve this situation

You can try putting a shortcut to the .exe for the program in the default users start menu and giving the everyone group full control of that exe.
