Acceptance Message at login

I would like to create a pop-up window with an acceptable use paragraph that appears upon login. Further, I do not want the window to have any command buttons... (Yes/No/Cancel, etc...) when the user clicks on the window, the window should disappear.

I have seen these before, but I do not know how they were made. It looks like a VB style window. Does anyone know if this is possible using VBScript? If so, do you know how it is done?

That is available through GPO or local security. warning message and warning title for users. in GPO it is computer configuration/windows settings/local policies/security options.
