Does anybody know if Performance Optimizer generates a log file to show when the last time it was run? This information must be available in one of the log files somewhere. Any help is much appreciated...

Yep...

Perfopt.log. It's usually found in c:winntsystem32. It appends to the log file each time PerfOpt is run.
