Recover Deleted Items

I just recently rebuilt my PC. I used to have Outlook configured to be able to "recover deleted items" from any folder, not just the Deleted Items folder. This came in handy when people did a shit+delete from the Inbox, I'd be able to directly recover it, even though they bypassed the Deleted Items.

Unfortunately, I don't remember how to cofigure it, or if I needed a dll or something. Does anyone have directions on how to configure this?

I was just reading this MS article-Q246153 "How to recover items that have been hard deleted". It tells about the registry change needed.
