I have a site in Belgium that appears to be used as a spam server.
We are seeing NDR's with the address %random%@<our domain name.com>
My question is how are they doing this and how do I stop them?

We block all email not destined for our domain name on our firewall and that takes care of it. I'm not aware of a way to do it inside of Exchange.
