Access ActiveDirectory /Exchange Store

I have win 2000 installed with Excahnge 2000. Both with SP3.

I need to create an application that by remote can access excahnge store. At
least i could add a new user.

Any resources how can perform this ? Will really appreciated if it a sample
program and written in Delphi or Visual Basic.
