We are running Exchange Server 5.5, Service pack 4. This is on a
Windows NT 4.0 Server.

We have the Internet Mail Connector running, but often the Outgoing Queue will stall and messages waiting to go out will pile up and will not be sent.

When we check the event log for the NT Server we find messages saying:

Source: MSExchange IMC
Category: SMTP Interface Events
Event ID: 4026
Type: Error
Description: Unable to bind the outbound TCP/IP Socket mail will be
resent later

However, the mail is never re-sent. We have tried stopping and
restarting services, but to no avail. Oddly enough incoming mail does
not seem to be affected by this problem.

Thus far the only way we have found to get the outgoing mail to send is
to down the server and reboot.

I have been unable to locate this problem in either TechNet or MS web
page.

Any help is appreciated!

I actually received the same message and a reboot has resolved the problem.
I have spoken with MS on this issue and they do not have any offical answers for this one.
They have searched internal docs and the reason/fixes listed from others are as follows.
They believe that something interferes with the TCP stack or the NIC. Port 25 may have become unavailable.
Some fixes others have tried:
Reboot - This usually works.
Replacing NIC
Reinstall TCP/IP
Rebuild Server

I wouldn't suggest any of those if the Reboot works.
Maybe just try a different cable or switch port.
