In Exchange 5.5 I have not restricted any limits on email size. Neither in or out. However there appears to be a server limit of 3072000, how can I increase that value.

There may not be limits set on your IMS's, but check your MTA settings, as well as your mailbox defaults (incoming and outgoing message sizes can be limited at each box)
