What is Best way o keep Admins out of user Email

I have just started adminstrating a small Exchange 5.5 environment (45 users) and have had reports of other Admins viewing/reading users email. It is becoming a problem.

My question is: what is the best way to NOT allow admins to view users emails?

PGP? is that only at the client level? I need a way of preventing admins from viewing users email.

The best way to do anything related to e-mail is to make a company policy.

I.E. Reading other users e-mail is grounds for disciplinary action up to and including termination.

I find that locking things down can cause more problems then just writing a policy..

I agree with Craig, you can also set up diagnostic logging to see who is logging in to other peoples mailboxes and then approach them on it.
