I want to install, configure, and maintain microsoft internet identity server (MIIS) 2003 on my front-end OWA servers. How can I accomplish this project?

By MIIS I assume you are referring to Microsoft Internet Information Server.

Use the Manage My Server wizard to install IIS. an IIS MMC snapin is installed on the system. When exchange is installed/configured it will setup the necessary IIS folders and settings to point to the actual Exchange installation.

OWA is accessed via browser URL <FQDM>/Exchange.

I use it all the time and forward port 80 through my router to the server that contains IIS and Exchange.

MS Technet has many articles about setting up and configuring OWA and Exchange.
