How can we setup a FTP server in a static IP named ie ftp://myname.com using a win2003 server

The best thing that I could suggest off of the top of my head would be to review the How To Set Up an FTP Server in Windows Server 2003 knowledge base article at http://support.microsoft.com/?kbid=323384 in an effort to get started.
You can set up a static IP address on your network card by making the adjustments to the TCP/IP properties.
As far as the name resolution is concerned; you're going to have to figure out whether or not you need DNS resolution only internally and in that event you can set up your own DNS server or externally where you'll need to register the name and have a nameservice handle the namespace.
