Distribution List/ Group Membership

I have created an Exchange 2K Address list which lists only members of the server I am responsible for, I would now like to create a distribution list that basically says, if a person is a member of this address list he is a member of this distribution list. I have also tried creating a group which contains only those users who are in my local Active Users Organizational Unit, what I would like to be able to do is that whenever someone is removed from the Active Users Org Unit and placed my Disabled Users Org Unit, they would be removed from my "All Users" distribution group. Am I missing something or is there a better way to do this.
