phpmyadmin error - cannot display page

Hello, I have just installed phpmyadmin using scott beatties tutorial on Serverworks http://www.serverwatch.com/tutorials/article.php/1441631
I have got a problem when I select the database from the first page after logging in. I get a "page cannot be displayed error" and the url changes to https - https://localhost/phpmyadmin/index.php if I select "back" I get the first page displayed again.

any idea whats causing this?

using apache 1.3.9, phpmyadmin 2.3.3pl1, windows 2000 pro, php 4.2.3, mysql 3.23.54.
