I have a problem with Win2K server with the dial-up access to ISP. The logon to ISP goes fine and I am able to PING and TRACERT to the external servers but browsers and Email clients "Can't connect to the destination". Any suggestions?

1. Check Proxy Server Entries on your Browser(s)
2. Check Firewall Settings
3. Try the following:

Try the following:
At one client, start the command line.
enter: telnet <mailserver> 110
if you get a message, everything should be ok.
if not, it could be a name resolving problem (dns,...) or the mail service at the mailserver is not running or a firewall prevents access to the mailserver

The trouble is - this is not limited to mail server - none of the applications that accessing the web through the socket can connect - could it be the case of unavailable ports?

Vitaly - Do you have a firewall ? If so check to make sure that web(port 80) is allowed to pass to and from your server. Smtp (port 25) etc.
If your server is on the DMZ you will need to allow the same access.
