What should be used for Security.

I am looking to set-up a site that will require a username and password to get into
a directory. But i also need a way to have people sign-up online to get that username and password
with instant access. The users will not have an account on the NT Server nor will the directory
be protected by NTFS..

Wow, you are asking for a lot.

Why not install Internet Information Server, and just serve HTTP and FTP? This way, the logon point can be elsewhere and anything you want.
