Pause not working in Dialer for Remote exchange users

Tried to put a comma between phone numbers in the dialer and it is not pausing. I have tested it in the hyperterminal and its works fine. Has anyone dealt with this issue?

My remote users are not all having this problem, but the ones who are are screaming>>>
