messenger service fail to start

Have rebuilt a Compaq Deskpro which originally had NT3.5 installed. A few minutes after logging in, get a
message saying that the Messenger Service has failed to start. (Error 2105 A network resource shortage has
occurred). The WS is fitted with a 3Com Fast Etherlink XL NIC Network card. Diagnostics run on this are OK.
Would appreciate any suggestions.

Apologies should have mention that the WS is now running NT4 with SP3
