Server Performance

I have an NT 4.0 Server that is a File Server for a database application (MS Access). When the first user goes in to the application, everything is pretty normal, as soon as the second user gets in the speed comes to a crawl. Any pointers ?

What is the server configuration ? Is the server set up to optimize for file sharing or application serving ?

Is the app running from the server or merely accessing database files from the server ?
