Hello all.
I am fairly new to exchange and have a scenario where I need to restrict a certain group of people to LAN e-mail only, and not have the ability to send e-mail externally from the domain. All other users to have the ability to send/receive internally/externally. How do I achieve this. Are there any white papers describing this?

no problem, all you have to do is configure the SMTP Virtual Server to restrict access to users on your LAN. You make the change in Exchange System Manager -> Servers -> YourServerName -> Protocols -> SMTP -> SMTP Virtual Server. Go to the properties of this object, then the Access tab and click on Connections. This is where you can restrict SMTP.

So if I setup a default reciepient policy 1) domain.com and 2) domain.local and then go to the area you suggested and RESTRICT the domain.local from teh connections tab, this will block access from those particular smtp users but still allow domain.com users outbound? I have read a lot about creating a connector and so forth, have tried it. no luck, this seems more straight forward.
