Limit size of public folder messages

We have had some people post very large items ( 40M+) to public folders. This has caused mail delays as the public folders try to replicate. We have tested the public folder limits defined in article Q222926 How to Limit Size of Public Folder Replication Messages, but it does not affect changes to an item. For example, if I first post a small word document to the public folder ( below the limit) and then update it, I can update it to any size I want. Also, this limit has to be specified on each folder ( it does not apply to subfolders.

Has anybody else found an effective way to manage this problem?
