Problems with Outlook 97 Meeting Requests

I'm running a 700+ user, multi-site Exchange 5.5 (SP2) envrionment and my executive staff has recently started complaining that they are intermittent problems opening meeting requests sent by our CEO. The messages from our CEO are actually being sent from the senior Administrative Assistant who's a delegate for our CEO. I've run an ISINTEG on the server where everyone who's having the problem has their mailbox but there were no errors found. Anyone ever seen this before? All clients are Windows 95B, running the Outlook 8.04 client.
