Message Size Limit Replies

We currently have message size limits in place on our server, however whenever someone attempts to send a file over the user's limit, the server replies back to them and attaches the same file to the reply. We've been looking for a setting to stop the file from being attached on the reply to sender as this is causing it to still take up bandwidth. If someone could tell me how or if this can be done it would be greatly appreciated. We're using Exchange 5.5.
