I know.. Dumb question but I can't figure out how to prevent users from creating public folders. Anyone out there know how?

I assume that you are talking about top level public folders.
The way to do this is to edit the properties of the Information Store Site Configuration object and select the Top Level Folder Creation tab. This allows you to specify which users can create top level public folders. You can then create a heirarchy that allows you to control who can create folders below the top level.
